It is this diversion of the road made the matter urgent because the existing road runs so close to the coast line that before the cutting of the earth necessary for the reclamation, and other excavation in connection with the project Messrs. Butterfield end Swire have in view can be proceeded with, the road must be diverted. Consequently until the land over which
Messrs. Butterri-la and Swire now wish to divert the road is acquired by them, no material progress cen be
made with their works.
I am given to understand that Messrs. Butterfield and Swire miscalculated the extent of their
requirements
